This final project explains the strategy used in improving employees competence of the employees, the benefit of the development and the obstacles faced by Badan Kesatuan Bangsa, Politik dan Perlindungan Masyarakat Kota Semarang in developing the competence of the employees. This final project used some method of collecting data such as documentation, interview, and review of related literature. The sources of data used were primary and secondary. The method of writing used in this final project is descriptive. The strategy of developing the competence of the employees to improve the knowledge and skill of Badan Kesatuan Bangsa, Politik dan Perlindungan Masyarakat Kota Semarang was divided into two, they were structural and functional workshop. The obstacle faced by Badan Kesatuan Bangsa, Politik, dan Perlindungan Masyarakat Kota Semarang is the aspect of human resource which in this case were the participants and the trainers involved within the workshop. Participants took the workshop with less interest and the trainers did not master the material therefore it was hardly understood by the participants.
